DAVID DEUTSCH’S “LITTLE NUTS” – LOCAL TYRANNY VS. LOCAL LIBERTY
                                     
         

I am pleased to inform all that the criminal complaint filed by David “little nuts” Deutsch – a brazen attempt to criminalize free political speech and an assault on our 1st amendment Constitutional rights – is not being prosecuted. 


Deutsch’s attempt to shut me up for speaking out about his malfeasance and his corruption in public office, and his attempt to criminalize free political speech HAS UTTERLY FAILED! 

How stupid Gee Fred Robinson is! The emperor Robinson has no clothes (an ugly thought)! Oh, and the emperor Robinson is also an idiot!

In October, 2010, I had quite a spirited exchange with the City Attorney Elissa Levan (not to be confused with her father City Attorney Bobby Levan). According to Elissa Levan, the City intended to take me back to Court. Apparently overpaid $196,992 Deutsch can’t take the political moniker, “little nuts” which I have given him. This overpaid un-elected public official can’t stand the public scrutiny that his elected counterparts receive at higher levels of government.

 

For example, Erin Mahoney of CNBC gave President George W. Bush the political moniker “little monkey”. I suppose Elissa Levan is going to haul David Letterman and Jay Leno into Court for political monikers they have given public officials over the years. The political moniker that I am giving David “Little Nuts” Deutsch is no different.

 

The point is David Deutsch, a highly compensated unelected public official, can’t take the public scrutiny for his actions and the legal actions that his malfeasance in public office have caused, and is using the peace order statute under Family law to cut off my access to local City government, cut off political discourse, and at the same time run up a big legal bill which YOU the taxpayers pay in City taxes at the same time.

 

I made the point to Levan that the Father/Daughter legal franchise has been taking from Bowie for 25 years, and father/daughter Levan nepotism have NEVER given anything back to our Bowie community. One of the first things newly elected Mayor Josh Cohen (D) did in Annapolis was to bring in a new City Attorney when he took office last year.

 

I also made the point that the Levan family profited from their own shoddy poorly written land covenants in the matter of City of Bowie vs. MIE (now St. Johns Properties). City Attorney Bobby Levan was responsible for the land covenants in the 1980s, and daughter Elissa profited from her daddy’s shoddy legal work.

 

Of course, only Richard Dahms has the guts to stand-up and raise the public issue of their nepotism. We elect and pay people to allegedly represent us on the Bowie City Council, and nobody questions whether the City is being well served by a father/daughter legal team that has had an exclusive franchise for 25 years. 

     

Your City tax dollars are being wasted as I believe Ms. Levan is trying to run up a large legal bill and to inflict more financial damages to me with more legal

expense in response to her frivolous politically motivated litigation and for standing up to Robinson/Deutsch’s criminal racketeering. I was encouraged recently when I saw news clip on HLN News of a California City Manager who was led out of a City Hall in handcuffs by the Feds to the many cheers of Citizens outside of City Hall witnessing their City Manager taken into custody.

 

I will continue to fight for a New City Manager in Bowie, and these two corrupt public officials - David Deutsch and Fred Robinson - cannot stop me!  

  


MY THOUGHTS ON THE RESIGNATION OF BOWIE’S FIRST POLICE CHIEF - KATHERINE PEREZ

 

Speaking as Chief Perez’s first “customer”, I wish her well in her new position. It was no surprise to me that the first police action by the incumbent city administration was a political police action, so I never held her personally responsible for the police detention that occurred in 2006 – only her unelected boss whom I am sure she wanted to please with the City’s first police action.

In the first couple of years after her hire, Katherine Perez had to have been the busiest person in all of Bowie as building a new police department from scratch was no small task – that I am sure. We owe Chief Perez our gratitude for her service to the people of Bowie as Bowie’s first Chief of Police.

Article 34 of our State Constitution Declaration of Rights – a principle of good government – is being applied voluntarily at the department head level by Chief Perez herself. She is to be commended for not staying a long duration. Our unelected City CEO for 18 years, David “little nuts” Deutsch, could learn something from Chief Perez’s resignation to take a new position since top administrators in government service don’t normally stay beyond 8 years – particular if that top administrator is a CEO of a government administration (executive branch).

 

MY LETTER OF APPLICATION FOR THE VACANT AT-LARGE CITY COUNCIL SEAT

 

I used the recent City Council vacancy to raise issues that I am passionate about in my hometown of 50 years. Obviously, I did not expect to be selected. Among other things, the City Council is not going to select someone who is willing to take a 20% pay cut. It makes them look bad as they are not interested in saving taxpayers’ money. Here is my letter to the City Clerk which articulates what I believe and some of those issues that I am passionate about:

     President John F. Kennedy inspired a generation to public service when he
said, “Ask not what your country can do for you, ask what YOU can do for

your country!” In that spirit, I have placed my name as a prospective candidate for the City Council seat vacated by Delegate Geraldine Valentino-Smith. 

   
  
   There are three issues that are raised with my candidacy. They are: 1) City governance; 2) non-development related annexation; and 3) immediate tax relief for Bowie’s senior citizens silently suffering through the Great Recession.  
   
     I believe government belongs to everyone, and not just to an elite select few for a
lifetime. I find our current governance to be highly undemocratic that has created a private fiefdom financed by public taxation. I would like to complete the City map bringing Bowie State University and Nash Woods into the corporate city limits of the City of Bowie. Historically, the City Council has not been interested in non-development related land annexation. The historic University that bears our city name belongs in the City of Bowie, and Nash Woods will never be permanently saved until it is within the boundaries of the City of Bowie.  Lastly, I am proposing immediate city property tax cuts for Bowie’s senior citizens - many of whom are silently suffering through the harshest economy since The Great Depression.               

   
     According to the City’s Finance Director, the current Council annual salary is
$13,636. I am acutely aware of the times in which we live in. If I am selected, I will be taking a voluntary 20% pay cut to $10,909. This will immediately save City taxpayers’ $2,727.  It would be a privilege to serve my hometown of 50 years in this capacity. Since I cannot ask for your vote as this is a Council appointment, I will ask for public support in the Court of Public Opinion. BOWIE'S  CLUELESS CHIEF EXECUTIVE OFFICER - THE UNELECTED DAVID “LITTLE NUTS” DEUTSCH

 

How clueless to the real world is 18 year unelected incumbent Bowie City CEO David “little nuts” Deutsch?

 

Apparently, he is at least $46,768 clueless - not including the $100,000 of city tax money he threw away attacking the C&C Dance Company!

 

On Monday January 3, 2011 “little nuts” submitted a request and received approval to fund a Fitness Room in what some of us “old timers” in Bowie are privately calling “the monstrosity” of the new City Hall building. Frankly, the New City Hall building is turning out to be just another typical Fred Robinson screw-up. But fitting the City Hall with a private fitness room at YOUR taxpayer expense at a time when most people that I know OPERATING IN THE REAL WORLD are having very difficult times again demonstrates why we need a new City CEO.

 

Most people OPERATING IN THE REAL WORLD have to pay to enjoy the benefits of a fitness facility. But “little nuts” DOES NOT OPERATE IN THE REAL WORLD. David Deutsch operates in a world where Taxpayer’s exist to support his private fiefdom, and to serve him. As I stated in a Bowie City Activist e-mail last spring that sparked civil and criminal cases against me, “THERE WAS NO RECESSION IN BOWIE CITY HALL”, and here is yet another example of our clueless unelected City Manager’s waste of your taxpayer’s money in difficult financial times!

 

Special Note to “little nuts” –REAL WORLD TO “Little nuts” -  if City employees are in such need for fitness, I suggest they go out on their breaks and take a walk with a trash bag, bend over and pick up the litter as Bowie gets trashier and trashier the longer your unelected city administration remains in office!

 

Of course, I could ask the really tough questions that "the louse" John Rouse would never ask if he were still editor at The Bowie Pravda - oops, I mean The Bowie Blade News. Is it taxpayer's responsibility to finance a fitness center in Bowie City Hall for City employees? Why can't the City employess use the City Gym for their exercise? And my favorite question on this subject matter, doesn't the City of Bowie own the land where Bowie SportFit sits - why didn't the City negotiate the use of Bowie SportFit in their lease agreement thus saving city taxpayer's $46,768?    

 

I have a feeling that once the “Bowie Berlin Wall” is taken down, and the undemocratic unelected City regime is finally removed, we are going to find lots mis-management by “little nuts” that has been hidden over the years - even from the Bowie City Council. Change and fresh pair of eyeballs is a principle of good government practiced by all levels of government - except by one of Maryland’s largest municipalities - and having an 18 year incumbent as City CEO violates all democratic principles of good government. It’s what you would find in the old Soviet Union!

 

We need to be vigilant and non-complacent!  All over America at the local grass roots level people are standing up to bad public officials like the clueless David Deutsch – although it is difficult to imagine anyone more clueless than Bowie’s own “little nuts:”

 

THE “NUTLESS” MOOCH JOHN ROUSE – FORMER EDITOR OF THE BOWIE BLADE NEWS 

 

Do you know what a “mooch” is?  

 

I think we’ve all come across “mooches” in our lives. You know what a “mooch” is – someone who utilizes other peoples’ resources and never does or contributes anything significant on their own using their own resources.  

 

Well, that’s the unaccomplished life of the louse John Rouse – the highly unethical former editor of the Bowie Blade News. Most recently, the babbling bald idiot has been seen on Bowie’s public access TV channel. I tripped on John Rouse on the City’s cable channel last summer while I was changing channels. Let’s face it, John Rouse was not made for prime time TV - the lighting from the TV station’s studio set was glaring off his bald head that evening.  

 

In his “hey day” as editor of the Bowie Blade News, John Rouse controlled all the information Bowie residents would read in the local newspaper, and he also controlled the filter on stories which Bowie citizens wouldn’t read and never know about.  

 

For example, many of us “old timers” are well aware of the sexual harassment lawsuit involving Mayor Fred Robinson when he was a lieutenant in the Prince Georges County police. The case (now sealed as part of a settlement) was widely publicized in The Washington Post and the Prince Georges Journal, but blackout by Mr. Rouse to Bowie readers. 

 

For many years, Mr. Rouse acted in town as if he owned the newspaper. In reality, Capital Gazette Newspapers - which also publishes The Evening Capital serving Annapolis - owned the Bowie Blade News and they gave little supervision over Mr. Rouse’s unethical activities and editorial antics down at the Blade News. In other words, he “mooched” off Capital Gazette while pretending that he own the newspaper and controlled all information the city would receive – silencing anyone who “wasn’t politically correct” despite the fact that they were taxpayers in Bowie and deserved to be heard.  

 

There is much information on this website about Mr. Rouse and his role as Mayor Robinson’s and David Deutsch’s “bought and paid for” mouthpiece paid for by Bowie taxpayers in a city advertising kickback scheme which I have made public. Mr. Rouse “mooched” off city taxpayers for many years.  

 

Recently, I interacted with Mr. Rouse via e-mail at a website where he is again “mooching” off other peoples’ resources. As my readers know, Mr. Rouse’s highly unethical actions during the 2005 City election blocked me from running for mayor a final time and culminated in my police detention on September 22, 2006. I hold Mr. Rouse equally responsible for my police detention on that day.

By the way, I didn’t say or imply Cheryl was a fan (although we recently traded nice e-mails on linkedin.com), and even if what you said were true, her writings were impartial and fair. Mimi Rauck is Judge Devlin’s daughter. I caught your Blade News writer Judge Devlin receiving a payment in 2005 from Golato’s campaign – “That doesn’t look good”, said Golato in his own words when I questioned him about it. No it didn’t, and don’t tell me Rauck’s articles weren’t retaliation. Just like I was the only one in town with the guts to stand-up to you, I was the only one with the guts to call your Blade News Judge out on the payment.  

Most of my content is not only right, but right on the mark which I am sure bothers you because you gave the idiot Robinson a free pass his entire tenure in public office, and we blocked your boy Robinson from County Council and the City succession scheme in 2006. Stalking? I sent the message to the idiot Robinson personally on September 22, 2006 after what I caught you three stooges (Hey Moe/Hey Larry) doing in 2005.  I know people pay attention to my writings – people have told me.

You’re a liar, John – a liar, just like you lied through the years telling people that I have a grudge from a code violation. COUNCILMAN TODD TURNER TALKS ABOUT THE FUTURE (Added 2/16/2011)

 

District 3 Councilman Todd Turner is no stranger to the Bowie City Activist website. I first started interacting with Councilman Turner on this website in 2005 when he challenged incumbent Councilwoman Gail Booker Jones. Councilman Turner has always made himself available to Bowie residents – even those outside his own district. So, placing his “hat in the ring” for the At-Large seat vacated by Geraldine Valentino-Smith made sense to me. After all, Turner and Valentino-Smith seemed closely aligned, and both have a legal background.

 

Recently, Councilman Turner and I had a brief “electronic conversation” where we discussed the outcome of the City Council's appointment and his political intentions in the upcoming city election this fall, 2011. Here is our conversation:

 

Richard Dahms: Many of us thought you were the most qualified to be selected to fill the vacant At-Large seat on the Bowie City Council that resulted from Councilwoman Valentino-Smith's election as State Delegate last November. Do you have any regrets given that you would have voted in the Council's selection process had you not been a candidate yourself?

 

Councilman Todd Turner: No, I believe I was the best qualified candidate for the position but the City Council relied on other factors in making its decision.

 

Richard Dahms: You indicated during your candidacy that you would be running at At-Large in the November, 2011 City election (the flawed election process though it may be). Are you running for the At-Large seat in the upcoming November election?
 
Councilman Todd Turner: I expect to offer myself as a candidate for an At-Large position in November.

 

Richard Dahms: Recently, I forwarded to all my Bowie City Activist e-mail readers an image of The Bowie Blade News election article dated March 5, 1992 in which Bowie Mayor Richard Logue made a public pledge to bring Bowie State University into the corporate city limits of Bowie. To date, that public pledge has not been fulfilled. Perhaps symbolic of the racial divide in Bowie, do you support annexing this historic black University that bears our city name into the City of Bowie - making good on Mayor Logue's public pledge in 1992? 
 
Councilman Todd Turner: The City Council adopted an Annexation Policy in 2006 (R-12-06 which I supported) which included a potential annexation boundary for the City, including Bowie State University.  This policy sets forth the conditions under which the City will consider and approve a petition for

annexation, including cost-benefit analysis and that is has to be contiguous to current City boundaries.  Unlike popular belief, the City only annexes properties that want to come into to the City per State law.  To date, while there have been discussions, Bowie State University has not sought to come into the City limits. In addition, since it is a State higher education institution, BSU would have the extra hurdle of getting State approval for such a move.  I'm hopeful that it will happen but just don't know when.
 
Richard Dahms: Thank you Councilman Turner for your responses. I hope to live to see Bowie State University inside the City of Bowie city limits. I have early childhood memories of my mother driving on campus on numerous occaisons to provide transportation for a BSU student in the 1960s. I thought it was neat that Bowie was a college town, but that was before I learned that the college was outside of Bowie. We wish you well in the upcoming fall city election.

ATTORNEY BENJAMIN WOOLERY’S WOEFUL CONFLICT OF INTEREST ETHICS (Added 3/11/11)

 

I just love to expose blatant public hypocrites!

 

Take the idiot Mayor Gee Fred Flintstone. Let’s recall the time a couple years ago when the moron Robinson tried to oust one of the best City Councilmen the City’s had in recent times (competing only with Michael Lyles and Geraldine Valentino-Smith for the high City distinction. Sorry little Jackie Jenkins - you were only the best to suck up to Bowie Blade News editor, the louse John Rouse).


I am referring to the ethics BS that Fred Robinson accused Todd Turner of only a few years ago. A “straw person” was used to file a politically motivated ethics complaint against Councilman Turner. Mayor Robinson’s appointed Ethics Commission Chairman, attorney Benjamin Woolery, initiated a witch hunt over the ethics of Councilman Todd Turner’s day job with Prince Georges County. As I read the newspaper accounts in the Bowie Star at the time, I kept saying to myself, “Wait a minute – there is past precedent on the Bowie City Council of a Council member having dual employment with Prince Georges County”.  That would be the idiot Robinson who was in the employment of the Prince Georges County police in the 1980s while sitting on the City Council.

 

Then I said, “You idiot Fred Robinson, what you are really saying its OK for white Fred Robinson to have County employment in the 1980s, but not OK for African American Councilman Todd Turner to have dual employment in 2007. What a moron – Fred Robinson is dumber than we thought!” So, the Bowie City Activist immediately filed an NAACP complaint of racial discrimination against the City, and a within a week of my filing the Complaint, city police stopped me as I drove my car down Kembridge Lane – just another Fred Robinson/David Deutsch City Hall clown police harassment. As usual, no arrest was made, and no traffic tickets issued.

 

If memory serves me correctly, the bogus ethics complaint was settled by Councilman Todd Turner agreeing to recluse himself in any City of Bowie business that would conflict with his day job at the County. Big Whoop! 

 

Fred Robinson’s attempt to oust one of the best City Councilmen the City’s ever had failed miserably, and Todd Turner continues to be a popular City Councilman with his constituent oriented approach and his pro-democratic core values guiding his Council work. It’s fair to say Councilman Todd Turner won this battle with the mayor.    

           

But, the point is that Mayor Gee Fred Robinson’s appointed Bowie Ethics Commission Chairman Benjamin Woolery came to an agreement with Turner to do the obvious right thing - that Turner would recluse himself if there was ever any conflict of interest. No big deal, right?

 

Well, apparently, what’s good for the goose isn’t good for the gander. According to public Circuit Court records for Prince Georges County, Attorney Benjamin Woolery represented the defendants in the case matter of City Councilman James and wife Theresa Marcos vs. Fred Holmes and Kathy Hinkal  So, here we have a civil case where a Bowie City Councilman is suing these two individuals, Holmes and Hinkal, and the Bowie City Ethics Committee Chairman attorney Benjamin Woolery – who advises the Bowie City Council including Councilman James Marcos on ethics matters - is representing the defendants who Marcos is suing.

 

At the Bowie City Activist website, we ask the really tough questions that the louse John Rouse would never ask as editor of the Bowie Blade News. Questions like “Wasn’t Woolery’s representation in Marcos vs. Hinkal & Holmes a conflict of interest?  Why didn’t Woolery re-cluse himself for conflict of interest and follow the same high standard that he demanded of Councilman Todd Turner. Does the word "Hypocrite" apply here?

 

Telephone calls to both Councilman James Marcos and "I AM ATTORNEY" Benjamin Woolery regarding this matter were not returned. According to Assistant City Manager John Fitzwater in an e-mail dated Monday, March 07, 2011 10:09 AM, “Mr. Dahms – The City has not paid
Mr. Woolery for any services”. – John Fitzwater.

 

Readers will remember this is not the first questionable ethics by the so called Bowie Ethics Commission Chairman. It was Woolery that didn’t see any conflict of interest in City Clerk Pam Fleming’s campaign contribution to Mayor Robinson in 2006. Bowie’s city elections are supposed to be non-partisan, and Pam Fleming is responsible for administering our city elections including elections involving Mayor Robinson. In a city that doesn’t have an independent election board, the City Clerks role in administering a city election is one of judge, and Clerk Fleming violated her sacred trust as a judge with her payment to the Robinson campaign, and then conducting subsequent city elections with Mayor Robinson on the ballot.

 

Benjamin Woolery saw no conflict of interest with the City Clerk’s payment to the Robinson campaign. My 2009 complaint to the city’s ethics commission was dismissed, and besides partisan politics, we now know why. Attorney Benjamin Woolery himself is ethically challenged. It is my opinion that Woolery should not have represented the defendants in the matter of Marcos vs. Hinkal & Holmes – just like City Clerk Pam Fleming’s administration of city elections involving Robinson after she made a campaign contribution was also an ethics violation that compromised the integrity of the city election process itself.

 

Perhaps a complaint about Benjamin Woolery's lack of ethics to the local American Bar Association is in order.


BOWIE BRIEFS (Added 3/11/11)

 

• Congratulations to John Nesky on his appointment as Bowie’s new Chief of Police. My understanding is that Nesky impressed David “little nuts” Deutsch in 2010 in execution of his responsibilities under a Court Order involving the most dangerous man in all of Bowie. See video clip “David Deutsch’s little nuts – local tyranny versus local liberty” for details.


• A recent trip south had a couple of Bowie memories along the way. Driving down Route 301 into Virginia, I was amazed by the number of commercial vacant buildings otherwise known as “board ups” I saw along the way – fatalities of the Great Recession. One “board-up” building is the building in Waldorf that use to house the sister restaurant of Bowie’s Rips Restaurant. Yes, there use to be a Rips Restaurant in Waldorf located in buildings that use to be a gambling casino when I was a child. Then, exactly 99 miles from beautiful downtown Bowie, I found in Tappahannock, Virginia a Peebles Department Store. Long time Bowie residents will remember the Peebles chain store as the City’s first department store located at Free State and Marketplace Malls.


• Sharon Harley, my feisty former Kavanaugh Lane neighbor who was booted out of her home by HUD and the Prince Georges Sheriff’s Department after a lengthy 10 year fight is doing fine, although son Edmond continues to have serious health issues. A recent search of the Maryland real property database shows her house was deeded back to her under her former name, Sharon McIver. There is a clear notation on the property tax land record that states “Foreclosure reversed”. Apparently, the right hand of HUD doesn’t know what the left hand of HUD is doing. Your tax dollars at work. Like Ricky Ricardo use to say to Lucy in the popular 1950s “I love Lucy” show, “U.S. Department of Housing and Urban Development, you have some explaining to do!!!!” 

   
• Word on the street is the 15 year old kid arrested for the fire arson at Bowie High School on March 7, 2011 was smoking “weed” in the boy’s room.        
 

YOUR BOWIE CITY TAXES AT WORK – IN ANNE ARUNDEL COUNTY

 

The photos below were taken at Crofton Centre in December, 2010. The problem is Crofton Centre is across County lines, and the person driving the City of Bowie vehicle pictured was doing ordinary grocery shopping using a city vehicle - YOUR city tax dollars at work. In fact, after I took these photos, the person responsible for this City vehicle arrived. The woman carrying an arm full of grocery bags stuffed with groceries didn't even look like a City of Bowie employee- perhaps it was a spouse or girlfriend of a city worker. I don't know. She placed her groceries in the vehicle and left.

 

From the driver of this City vehicle's  perspective, I guess it's fun to go grocery shopping while taxpayers' provide the vehicle and the gasoline! I certainly wouldn't do it, and I would not stand for such abuse of city taxpayer resources. But, things have become so complacent in the private fiefdom under the unelected 18 year reign of David "little nuts" Deutsch and the idiot Mayor Gee Fred Flintstone that city workers don't even respect them or the taxpayers' that pay all the City's bills.  This is another good example of why we need a new City CEO for the City of Bowie - and a criminal investigation into Deutsch's misconduct in office.
