Covering developments and advocating accountability in Bowie City Government since 2004

NAVIGATE:

Bowie Mayor G. Frederick Robinson (shown above) wins the first ever Fidel Castro Award at the Maryland Municipal League annual convention in Ocean City in June, 2008.

Here is the written proclamation read to the attendees of the taxpayer financed Ocean City boondoggle:

This proclamation honors George Frederick Robinson of Bowie, Maryland with the first ever Fidel Castro Award for implementing a Socialist Marxist state in Bowie, Maryland:

WHEREAS, G. Frederick Robinson was narrowly elected Mayor of Bowie in 1998, edging out Betsy Burian by telling a HUGE LIE to the people of Bowie about being AGAINST the regional shopping mall at Bowie Town Center and then subsequently voting FOR the Mall once elected; Robinson’s HUGE LIE was the margin of his election victory and is comparable to the LIES Fidel Castro tells the people of Communist Cuba.

WHEREAS, G. Frederick Robinson hi-jacked democracy in the City of Bowie and altered city elections to further his own incumbency when Councilman Paul Ellington was gaining popularity in the City of Bowie in 2002. To quote a reader of the Bowie City Activist website, Jackie Robinson (Fred’s wife), is alleged to have said that "a Mayoral election defeat would kill Fred”. Paul Ellington came within 600 votes of ousting Robinson, so Robinson and his Blade News crony, Gerard Devlin came up with the scheme to alter our city elections to further Robinson’s incumbency without elections. This move alone would make the Communist Fidel Castro proud of Robinson and make Robinson worthy of this high honor to receive the first ever Fidel Castro Award.

WHEREAS, G. Frederick Robinson spent taxpayer’s money attacking the C&C Dance Company – one of the most stupid actions ever seen in Bowie by a City of Bowie public official – spending city tax money attacking a dance studio. Such incompetence can only be found and matched by Socialist/Communist regimes.

WHEREAS, after city elections and democracy were allowed the return to Bowie after a 3 ½ year absence, G. Frederick Robinson and David Deutsch, City Manager colluded with the Greater Bowie Chamber of Commerce and the Bowie Blade News to provide Robinson with free publicity right in the Blade News right before the City election with the “State of the City Address”. Robinson’s only challenger did not run in 2005 because of the unfair advantage and collusion. Such actions to rig elections can only be found and matched in Communist/Socialist banana republics.

WHEREAS, G. Frederick Robinson introduced corruption, nepotism and cronyism to the City of Bowie.

WHEREAS, G. Frederick Robinson considers himself above the law routinely breaking city laws by failing to adhere to city codes and ordinances – a code violator – failing to certify his 2005 campaign financial reports as required by law, and placing his trashy/filthy campaign signs on public property in violation of the law.

WHEREAS, G. Frederick Robinson lied to the City Manager and to the people of Bowie when he had a political opponent detained by police on September 22, 2006 who confronted Robinson with his corruption. Communist Marxist regimes lock up political opponents.

WHEREAS, G. Frederick Robinson has demonstrated his contempt for the State Constitution violating both the principle and the law of a declared right in the State of Maryland – Article 34 of our State Constitution Declaration of Rights - denying the citizens of Bowie of their constitution right to have a rotation in the City Manager position.

WHEREAS, G. Frederick Robinson attempted to oust a competent African-American City Council member for his dual employment with Prince Georges County while white Robinson set the precedent for dual employment with the County when HE himself received a County paycheck in the 1980s. Such incompetence can only be found and matched in communist/Socialist banana republics.

THEREFORE, it is our duty to bestow on G. Frederick Robinson, Mayor of Bowie, the high honor of the first ever Fidel Castro Award in recognition of G. Frederick Robinson’s accomplishments of bringing a Communist/Socialist/Marxist regime to the City of Bowie.

Fidel Castro and all two bit dictators of the world would be proud of the corrupt tyrant we have for a Mayor of Bowie, Gee Fred Robinson!

Please join me in congratulating Gee Fred in recognition of his receiving the first ever Fidel Castro Award.

Greetings Friends!

WHERE ARE THE AMERICAN FLAGS IN BOWIE?

I was driving on Crofton Parkway shortly before the fourth of July, and as usual this time of year in honor of Memorial Day and the 4th of July, the town of Crofton has American flags mounted on ever light pole around the 3 1/2 mile circle that Crofton Parkway travels.

This leads me to recall.............

Once upon a time, I was a member of the City of Bowie "Salute the Troops" Parade Committee in 1991 honoring the returning war veterans who liberated Kuwait. As an aside, the parade itself was not without controversy. There were two camps in Bowie - one camp which included Mayor Richard Logue, City Miss-Manager Moore and the idiot we now have as Mayor of Bowie, Gee Fred Flintstone, all wanted a "rally" at Allen's Pond. The other camp, consisting of CITIZENS including myself and my niece Rachel Dahms, wanted a full fledge parade in Bowie to honor the returning veterans.

WE THE PEOPLE prevailed, and one of Bowie's finest moments occurred with the "Salute the Troops" parade coordinated by City Staff Member Debbie Yatsuk, whom some of you may remember. She did an excellent job.

As a member of the parade committee, besides having the honor of chauffeuring Gulf War I veteran Doug Peters in the parade in a car provided by Melvin Motors, my niece Rachel and I were tasked by the committee to raise money for the purchase of American Flags for the parade.

In the early 1990s, I was a member of the Greater Bowie Chamber of Commerce, so Rachel and I called on fellow Chamber members to donate money for the purchase of the American flags. Of course, the reaction of the Chamber Members was all the same - don't we pay city taxes for this? But, we raised several hundred dollars and we were able to buy enough flags to post on every light pole along the parade route from Belair Junior High (Belair Drive) and along Sussex Lane to what is now known as Acorn Park.

The American flags became the possession of the City of Bowie.

About a year later around Memorial Day and the Fourth of July, I arrived home in Bowie from my MCI Communications job in Northern Virginia, and I didn't see enough patriotism on display in my hometown, so I contact John Fitzwater and reminded him of the American flags we had purchased for the "Salute the Troops" parade and suggested it would be nice to put them up on Sussex Lane. Fitzwater said it was a good idea, and the next day American flags were draped on every flag pole in honor of the fourth of July.

This leads me to a couple questions as I reflect on my drive along Crofton Parkway seeing the American Flags on public display as Crofton does every year:

-- Whatever happened to all those American Flags that Bowie businesses purchased and donated to the City of Bowie for the "Salute the troops" Parade in 1991?

--- Why does one community with little staff (Crofton) put American Flags on public display every year on its main thoroughfare, but another community with lots of staff (Bowie) doesn't - even when the community buys the flags for the City?

These are good questions, and worthy of citizens’ consideration.

TURNER SCORES A WIN AGAINST ROBINSON

In April, the community of Bowie rallied around District 3 City Councilman and Mayor Pro Tem Todd Turner speaking out in support of Todd and against the bogus "ethics" charges that have been leveled against Turner by this unknown Ethics Commission – friends of Mayor Gee Fred Flintstone. I watched the Council meeting from my home.

Approximately 12 speakers spoke to the Council on Mr. Turner's behalf. While I agree with all the speakers who spoke to the Council on that evening, I will be much more blunt to my readers.

On the April 12 webpage of The Bowie City Activist at www.bowiewatch.org is the blog entry entitled, "Subtle Racism is alive and well in Bowie". Racism today in Bowie is very subtle.

The few African Americans that we have had on the Bowie City Council are being held to a different standard than their white colleagues. Case in point is the matter involving African American Councilman Todd Turner. At the end of the day, no matter what one does in the employment for Prince Georges County, the paycheck reads “Prince Georges County” and the money source is the same. I can only think of one other Bowie City Councilman other than Todd Turner who sat on the Council while receiving a paycheck from Prince Georges County. That would be white Fred Robinson in the 1980s.

It is an outrage and absurd to take the position that it is OK for white Fred Robinson to receive a County paycheck in the 1980s, but not OK for African American Todd Turner to receive a County paycheck in 2008.

Let’s remember G. Frederick Robinson came up in an era when the Bowie City Council more resembled a private club than a public body with very little accountability and ethics scrutiny. It is an outrage and a disgrace that African American Todd Turner is being held to a different standard than white Robinson.

This is not the first time we have seen the few African Americans on the Bowie City Council being held to a different standard than whites on the Bowie City Council.

We well remember the public scrutiny that black city councilman Michael Bannister received a few years back, but white defendant Fred Robinson’s sexual harassment lawsuit almost 20 years ago never received the same scrutiny and public disclosure. There should have been an ethics probe and public disclose of the settlement in that sexual harassment case involving Fred Robinson - reported in the Prince Georges Journal, but not reported in the Bowie Blade News. Black Michael Bannister was held to a different standard than white Fred Robinson.

Bowie City Councilpersons agreed with me that if it was OK for white Robinson to receive a County paycheck, it should be OK for black Turner to receive one as well. This was about being fair. I threatened to identify on The Bowie City Activist website any Councilperson who votes for racism and applies a different standard to black Todd Turner than what was applied to white Robinson many years ago.

My threat appears to have worked, and I now have the following question in my mind:

Which is more stupid?

Gee Fred Flintstone spending city tax money attacking the C& C Dance Company OR the friends of Gee Fred Flintstone (Benjamin Woolery & Company) taking the position that its OK for white Gee Fred to have dual employment and receive a County paycheck in the 1980s, but not OK for black Todd Turner to have dual employment and receive a County paycheck in 2008?

The City Council voted on a compromise, and Todd Turner will remain on the Council – a victory for Turner and the public, and a defeat for Gee Fred Flintstone and his friends.

HARLEY FAMILY CONTINUES TO BE UNDER ATTACK

Sharon Harley is my neighbor here in the Kenilworth community. Her incredible story has been reported in recent years in The Bowie Blade News. About a year ago, the Blade News reported that she had finally won her case against the Department of Housing and Urban Development (HUD).

Since that time, HUD has taken a bizarre approach to have her ousted out of her home in District Court. Two cases that I am aware of were attempted to be litigated in Rent Court. Now, understand, there is no landlord-tenant relationship between HUD and the Harley’s. Nor does HUD, I am most confident that I can state, have a City of Bowie Rental License on Harley’s property – a “no brainer” that should be a prerequisite for any landlord – tenant District Court action involving properties in the City of Bowie.

This case should be over! It was decided a year ago in Circuit Court as reported in the Blade News. But HUD appears to be dead set in evicting the Harley’s from their home despite Harley’s win and are miss-using the District Rent Court to do it!

Every taxpayer should be angered by the incompetence exhibited by HUD. Here is what is broken with HUD. According to Harley’s attorney, HUD has spent more than $750,000 attempting to evict the Harley’s over a $135,000 mortgage issue.

I REPEAT – HUD has spent more than $750,000 attempting to evict the Harley’s over a $135,000 mortgage issue!

If a family or a small business spent $750,000 on a $135,000 issue, the family or small business would be broke or go out of business.

Let’s remember Sharon Harley and continue to support her in this “David versus Goliath” story. Apparently, in the minds of the officials at HUD, it isn’t over even after a Circuit Court Judge says its over.

BOWIE BRIEFS (Updated 7/19/08)

• Councilman Dennis Brady looked alive and energized when interviewed on Channel 4 News recently in the aftermath of a storm. Apparently, “tree climber” received some help from “mother nature” in removing some trees at his South Bowie estate during the storm.

• The more BGE works on trimming trees, the more power outages continue to increase. The Bowie City Activist’s whole house generator activated three times in recent weeks – all on beautiful days yet.

• Rumors have it Mary Ellen Winlund is keeping her options open eyeing another run at City Council again in 2009. The INDEPENDENT Winlund ran a good campaign against District 3 incumbent Councilman Todd Turner in 2007.

• Was that former District 2 City Council candidate Katie Costello helping to register voters at Prince Georges Stadium recently?

• There is a group of citizens in the Rockledge section so fed up with the incompetence in the City’s Code Compliance office that they are doing the City’s job for them performing property inspections and sending their findings to the City - a job that is suppose to be performed by Bowie’s taxpayer paid code enforcement. This is yet another indication that Bowie needs a new City Manager as the City administration has become so complacent that citizens have to do the City’s job for them.

• And speaking of incompetence in the Code Compliance office, the joke on Kavanaugh Lane involves one of my nearby neighbors who have one of the best manicured lawn on the street receiving a code violation for uncut grass (obviously an error). The joke was my neighbor wrote back to the City saying it must be an error - that Mr. Dahms lives across the street.

• Shukoor Ahmed has launched a new internet service www.ezCampaigns.com that equips candidates to tap into online donations, disseminate campaign issues, messages and news, instantly manage content in response to campaign dynamics, and sign-up volunteers, link to their friends and deploy them in fieldwork. Interested potential candidates should contact Shukoor’s colleague Paul Brown (paul.brown@v-empower.com) to magnify your Internet connection to an increasingly web-savvy electorate!

• And speaking of Shukoor Ahmed, it appears Ahmed is ‘linkedin” with the rest of the planet on the popular relationship website. Seems everyday he adds new connections!

• District 2 Councilwoman Diane Polangin informs constituents that the Community Outreach Committee is collecting items and cash for Bowie Interfaith Pantry. Donations of non-perishable food, toiletries, school supplies and baby items are collected at Sunday Sunset concerts at Allen Pond, at City Hall and at the Pantry, located at Christian Community Presbyterian Church, 3120 Belair Drive .

• During my morning walk, I passed on the street the “less esteemed” former editor of the Bowie Blade News, John Rouse “the louse”. I thought the out of shape Robinson crony was about to have a heart attack! I shouted to him that I told him he would enjoy retirement just like I said to him in front of the Dennis Brady Building in 2005 when I was campaigning for my write-in campaign after I discovered the City administration's collusion with the Blade News. I didn't fall for "the Rouse the louse mouse trap" set for me in the 2005 City election, so Robinson ran unnopposed!

• During the same aforementioned walk, I ran into Robin Feldman who still lives in Levitt Bowie and whom I have known since first grade at Somerset Elementary School. It’s great to take a walk and run into someone you’ve known for almost 50 years.

• Councilman Dr. Isaac Trouth has done an excellent job of reminding the City and Council colleagues of Council woman Ingrid Turner’s challenge to the City to come in under budget for the construction of the new City Hall Building – which if you ask many citizens in Bowie will tell you frankly we don’t need a new City Hall. This is something City Manager David Deutsch is shoving down the City taxpayers’ throats, and is another good example why Article 34 of our Maryland State Constitution Declaration of Rights applies to Deutsch and why the City of Bowie needs a new City manager.

• Channel 4 Sports Commentator Lindsey Czarniak was at Prince Georges Stadium on Thursday Night July 17. The attractive television personality drew long lines of fans for autographs and bobbleheads including our own District 1 City Councilman Jimmy Marcos.

• Once again, the less esteemed former editor of the Bowie Blade News, John Rouse “the louse” displays how out of touch he is with modern Bowie. In his recent dribble, “Latest goings-on of county executive bizarre and questionable”, the antiquated Rouse states, “If the City Hall photo of Billy Wildman, Bowie’s best former mayor, could miraculously come to life….” I would bet only a handful of people reading Rouse’s words would remember or have heard of Bill Wildman (myself included in the handful). And, Bowie’s best former Mayor? What a slap in the face of "Rouse the louse’s" next door neighbor former Mayor Gary Allen who looked good recently in a Bowie Star photo and story on Allen’s “green’ backyard.

• And speaking of former Bowie Mayors, Dick Padgett has really become an elder statesman here in Bowie in recent years. He wrote a letter to the editor of the Bowie Blade News that questioned how a New City Hall would improve the quality of City services. It should have been required reading of every City resident in Bowie. Most recently, the former mayor and city Councilman Padgett testified at a recent Bowie City Council meeting hearing on Route 197 with the State Highway Administration. I am a living witness to that fact that Padgett has been warning Bowie for more than 20 years now about how Route 197 could be incorporated into the InterCounty Connector roadway system. Great job, Dick.

• According to published reports, Maryland State sales tax revenue receipts have dropped as a result of Governor O’Malley’s sales tax increase enacted during the Maryland General Assembly’s Special Session in 2007. Marylander's near the borders are simply buying their goods across the state line - a no brainer. Where is Govenor O'Malley getting his fiscal advice, from the Mayor of Bowie, Gee Fred Flintstone?

JOHN ROUSE “THE LOUSE” CAN’T BE SERIOUS?

In the July 17, 2008 edition of the Bowie Blade News, former editor John Rouse “the louse” appears to be sending up “a trial balloon” on the public. Bowie City Activist readers will remember how “Rouse the louse” actively campaigned for the incompetent Mayor Gee Fred Flintstone in the 2006 District 4 Democratic Primary. Ingrid Turner’s remarkable uphill win was an embarrassment to “Rouse the louse” who miss-used the pages of Capital Gazette’s weekly newspaper here in Bowie.

Ingrid Turner’s election win, besides being an embarrassment to “Rouse the louse”, also foiled a succession scheme that would have made the hapless Dennis Brady (Yawn) the Mayor of Bowie. I personally think “Rouse the louse” identifies with incompetents like himself. Now, in his latest ramblings otherwise known as a Commentary published on July 17, 2008, Rouse makes some startlingly revelations.

“I am convinced that present mayor, Fred Robinson, could provide far better leadership as county executive than does today’s occupant of that office,…..”

Oh really?

Planet earth to John Rouse the louse, come in – on what basis other than cronyism do you make such a statement? Have you forgotten the basic civics lesson I gave you here at the Bowie City Activist website a couple of years ago about the different branches of government. You remember – there is the Executive Branch (that gets rotated at every other level in government except at the City of Bowie level), the Legislature and the Judicial Branches.

Now remember your boy, Mayor Gee Fred Flintstone, is a member of the City Council – a legislative branch. Being Mayor of Bowie is a figurehead position as you already know who 1) chairs the Council meeting and 2) acts ceremonial on behalf of the City. It obfuscates who the real Chief Executive of the City really is. It might surprise you that if you had said “City manager David Deutsch could provide far better leadership as county executive than does today’s occupant of that office,…..” I might agree with you.

But you didn’t say "David Deutsch" – you said "Fred Robinson".

Of course, David Deutsch, Chief Executive of Bowie would have to face Voters – something he has never had to do before.

Rouse’s next paragraph sounds like he is quoting Richard Dahms of the 1990s. “This city is the largest municipality in the County and the largest producer of tax revenue (and pretty much a one way street in that area), but finds itself receiving far less attention than it deserves from the County”. My 1998 Mayoral campaign made that an issue.

Well Golly Gee Fred! What has your boy Gee Fred Robinson ever done during 2 spans covering 20 years on the Bowie City Council to get Bowie's fair share of County resources?

If you had attended the Long Ridge Caucus in 2007 before I withdrew due to my conflict of interest, I made the point that your boy Gee Fred Flintstone will spend money suing a developer over a dance studio, but won’t sue PG County for Bowie’s fair share of tax resources even though there are cases (one in the state of New York that I am aware of) where a municipality has successfully sued its County over receiving fair share of County resources.

Of course, that would take guts. As we all know, Fred Robinson is a “political stooge” (he even looks like a stooge – hey Moe/hey Larry!) over Bowie as I said at the Long Ridge Caucus last fall.

Your boy Gee Fred Flintstone lost three times now at the County level running for County Council office – to Richard Castaldi, Audrey Scott and Ingrid Turner. The lies you have allowed Gee Fred to make here in Bowie without any accountability whatsoever won’t cut it at the County level.

You can’t be serious!?! Was your July 17, 2008 Commentary meant to be a joke?

CITY'S BAYSOX RELATIONSHIP COMES UNDER SCRUTINY

The following e-mail was sent to the City Manager:

Unelected City CEO Deutsch,

Over the years I have noticed Mayor Gee Fred Flintstone occupying a choice front row seat along the third base side behind the third base dug out. It is the same seat(s) that I observed you and the woman you were with sitting in last month.

My questions are:

· Are these Baysox seats given to the City or does City taxpayers’ pay for the seats?

· If these seats are not personally paid for by the mayor, but are given to the City or paid for by the taxpayers’, then why have I not ever seen all the other members of the Bowie City Council using the seats?

· Again, if these seats are not personally paid for by the mayor, why are the seats not shared with others or even worse go unused as I have seen in the past over the years (since I had season tickets in the same section and have observed the seats go unused)?

Richard

End of e-mail message

Oh, this should be interesting folks. I'll post the City Managers response when I receive it.
